This 14-year-old boy has been tied up for six years. His mother refuses to have him admitted to Gulu Hospital which is only two kilometres away. While psychotropic medications should be free in many Sub-Saharan African countries, under-resourced health ministries often fail to provide adequate or high-quality medications. As a result, patients may have to pay for medicine or be provided with drugs that have adverse side-effects. Northern Uganda, April 2011.
