Sheikh Mal. Mamman Mai Mari Qur’anic Islamic and Rehabilitation Centre, Durayi Kano City, is where men and boys, as young as 10 years old, are shackled for perceived or actual drug addiction, for committing or being accused of minor offenses, or for mental health issues. Following a report on the chaining of people with mental health issues in Nigeria by Human Rights Watch, where these photos featured, the Nigerian government raided facilities that used shackles. Some have been closed. Concerns remain for the welfare of those released as many state-run institutions are overcrowded, unsanitary, and also use shackles. Kano, Nigeria, September 2019.
